It’s 1895 and Haiti’s ranking is up to 9th total and we’re 8th in military. I was able to increase military spending which attracted alot of Europeans. The cement factory seemed to help them earn some money because soon they started spending on other improvements. Craftsmen started to appear so I built a cement factory since my capitalist kept reopening their failed canned goods factory. I focused on promoting immigration and soon had an influx of Europeans.
At the start I kept all my spending low to let my people build up some savings.
The Haiti campaign is going surprisingly well.
